Statistics show drug related homicides to be the leading cause of death among young black men between 15 and 24. In Tennessee in 1989, the homicide rate for minorities was nearly five times higher than for whites. This will be the major issues in the Presidential campaign of 1992. In a Houston, Texas speech Democratic candidate Bill Clinton challenged President George Bush to make crime an issue during the campaign as he did in 1988. At that time President Bush used the name of Willie Horton, a murderer who committed a rape and stabbing while on a weekend furlough from a Massachusetts prison, as a symbol of crime running rampant under then-Govemor Michael Dukakis, the Democratic candidate. Clinton believes that President Bush used the issue of crime to divide America in 1988. "I want to use it to unite America. I want to be tough on crime and good for civil rights.
