The fifth gym leader of Pokemon Sapphire, and also, your own father, Norman. Norman is really hard. He has two Slakings, one at Level 28 and the other at Level 31, and a Vigoroth at Level 30. Vigoroth has large amounts of attack and can inflict major damage with Facade, so be careful. Slaking is one beast of a Pokemon. Possessing stats that compare with that of a Legendary, Slaking's attacks inflict HUGE amounts of damage, and he has an insane amount of hit points, and he's also really fast. NEVER put a status on any of Norman's Pokemon; Their Facades will double in strength! Slaking will take a LOOONG time to KO, so continue chipping away at them, taking advantage of the free attack every other turn. Norman will also heal the Slakings when they're low on health, so be extremely cautious. This is an extremely hard gym, so don't get discouraged if you lose a lot.
