Kyogre is pretty hard to catch, but thankfully he doesn't have Rest or any healing moves. The only thing to worry about is the amount of damage he does. In the rain, his Hydro Pump does a LOT of damage, so it can be hard to survive long enough to catch the darn thing. Net Balls are preferred over Ultra Balls, as they're cheaper and have a higher catch rate against Kyogre.
