Jean returns to Crystal Beach on Bolivar Peninsula, Texas to show his friend from NY what remain of Crystal Beach a year after Hurricane Ike. He sold his cabin six months before Hurricane Ike and feels extremely lucky. New building codes are cost prohibitive making rebuilding impossible for some of the former residents.
